docs(readme): mark native backend phase complete; split out Windows/macOS phase
Phase 7 was "Native backend feature parity + Windows + macOS ARM64 (In-Progress)". Native is now the default backend with a working internal assembler and linker, so: - Phase 7 is now "Native backend feature parity" — Complete. - New Phase 8 "Windows + macOS ARM64 targets" — Planned. - Former phases 8/9 (LSP + VS Code, migration analyser) renumbered to 9/10 so the sequence is contiguous.
